Il consigliere Giovanni alla sindaca, “a che punto è il trasferimento dei costumi del Corteo Storico al Palazzo dei Sette?”

Il Museo del Corteo Storico è desinato a vedere la luce al Palazzo dei Sette, così come ha confermato a più riprese la sindaca Roberta Tardani, l’ultima volta lo scorso maggio. Da allora poco si è mosso per un trasferimento piuttosto complesso che coinvolge più attività. Dal Palazzo dei Sette è stato trasferito l’Archivio Maoloni nella sede di Palazzo Negroni mentre Città Slow continua ad avere la sede sempre all’ultimo piano del palazzo. I dubbi sulla location non sono nuovi e molteplici visto che con il trasferimento dei costumi del Corteo Storico si andrebbe a cristallizzare la situazione del Palazzo dei Sette che non potrà più essere sede di esposizioni e mostre, di convegni ma soprattutto andrà a mancare la sala consiliare alternativa così come indicato alla Prefettura. Il consigliere del PD Federico Giovannini ha così chiesto lumi sul futuro di Palazzo dei Sette e soprattutto dei costumi del Corte Storico con una lettera indirizzata alla sindaca e al presidente del consiglio comunale, Umberto Garbini, che pubblichiamo di seguito.

Premesso che

Il 31 maggio 2023 il sindaco Roberta Tardani ribadiva la volontà di trasferire costumi e accessori del Corteo Storico negli spazi del Palazzo dei Sette o “Palazzo delle Esposizioni”. “Non sarà un magazzino, – ebbe a dichiarare allora il sindaco – ma la Casa del Corteo, un luogo accessibile, visitabile e accogliente che darà dignità ai costumi e potrà diventare un nuovo attrattore culturale e turistico della città”. Il sindaco precisava, nella stessa dichiarazione, che sarebbero stati trasferiti sia l’Archivio Maoloni presso Palazzo Negroni (cosa che è avvenuta) sia l’headquarter di Cittaslow International per il quale era stata individuata una sede alternativa.

Dopo cinque mesi dalle solenni dichiarazioni del Sindaco, sarebbe auspicabile fare un punto sulla situazione del trasferimento e sul cambio di funzione di Palazzo dei Sette (da Palazzo delle Esposizioni a Magazzino-Museo) anche in considerazione del prestigio di cui gode il Corteo Storico di Orvieto e del forte e persistente affetto che gli orvietani tributano alla creazione di Lea Pacini da più di settant’anni.

Chiedo di sapere

lo stato di attuazione del progetto di trasferimento e di organizzazione espositiva dei costumi del corteo storico;

se sono necessari lavori di adeguamento e di messa in sicurezza degli spazi riservati ai magazzini e agli allestimenti e, in caso di risposta affermativa, a quale risorse si intende ricorrere.

Se è prevista una data di apertura al pubblico.

Se è stato redatto un progetto espositivo dei costumi e, in caso di risposta affermativa, il livello di progettazione raggiunto e il costo (di progettazione e delle strutture necessarie alla realizzazione dell’allestimento);

le risorse a cui si intende ricorrere per la realizzazione degli allestimenti;

se è stato redatto un business plan della costituenda “Casa del Corteo” per definire e fornire strumenti quantitativi e qualitativi utili ad una stima delle misure economiche implicate nel funzionamento dello stesso.

Come si intende provvedere alla gestione dello stesso museo e sulla base di quali criteri verranno assegnate le differenti funzioni previste dal progetto originario (aperture della struttura, promozione del museo, organizzazione e promozione dei corsi di ceramica, promozione, etc.);

se sono stati pensati percorsi di co-progettazione, oltre che con l’Associazione Lea Pacini anche con gli artigiani orvietani, le organizzazioni di categoria, le scuole, etc.

Se l’amministrazione comunale intende abbandonare l’idea di una città con uno o più luoghi specificatamente dedicati ad accogliere esposizioni e mostre d’arte.

Quale spazio si intende utilizzare per le riunioni del Consiglio Comunale in caso di indisponibilità della Sala “Unità d’Italia”, dal momento che la sala del Governatore è l’unica ad avere l’autorizzazione del Prefetto per tale scopo.

In quale spazio verrà trasferito l’headquarter di Cittaslow.

COUNCILOR GIOVANNINI ASKED THE MAYOR, “WHAT IS THE SATUS OF THE TRANSFER OF THE HISTORICAL PARADE COSTUMES TOH THE PALAZZO DEI SETTE?”

The Museum of the Historical Parade is set to see the light of day at the Palazzo dei Sette, as confirmed by Mayor Roberta Tardani on several occasions, most recently in May. Since then, little progress has been made in what is quite a complex relocation involving multiple activities. The Maoloni Archive has been moved from the Palazzo dei Sette to the Palazzo Negroni, while Città Slow still maintains its headquarters on the top floor of the palace. Doubts about the location are not new and are manifold, given that with the relocation of the Historical Parade costumes, the role of the Palazzo dei Sette as an exhibition and conference venue would be crystallized, and an alternative council chamber, as indicated to the Prefecture, would be missing.

Councilor Federico Giovannini of the PD (Democratic Party) has thus sought clarity on the future of the Palazzo dei Sette and, more importantly, the fate of the Historical Parade costumes through a letter addressed to the mayor and the president of the city council, Umberto Garbini, which we reproduce below.

Given that

On May 31, 2023, Mayor Roberta Tardani reiterated the intention to transfer the Historical Parade costumes and accessories to the spaces of the Palazzo dei Sette, or the “Palazzo delle Esposizioni” (Palace of Exhibitions). “It won’t be a mere storage facility,” the mayor stated at the time, “but the Home of the Parade, an accessible, visitable, and welcoming place that will give dignity to the costumes and can become a new cultural and tourist attraction for the city.” The mayor clarified in the same statement that both the Maoloni Archive would be moved to the Palazzo Negroni (which has happened) and a new location was identified for the headquarters of Cittaslow International.

Five months after the mayor’s solemn declarations, it would be advisable to assess the progress of the transfer project and the change in the function of the Palazzo dei Sette (from Palace of Exhibitions to Warehouse-Museum). This evaluation is particularly important considering the prestige of Orvieto’s Historical Parade and the strong and enduring affection that the people of Orvieto have for Lea Pacini’s creation for over seventy years.

I request to know

The status of the implementation of the transfer project and the exhibition organization of the Historical Parade costumes.
If any adaptation and security work is required for the spaces reserved for storage and displays, and if so, what resources will be used.
If there is a scheduled opening date for the public.
Whether an exhibition project for the costumes has been drafted, and if so, the level of development and its cost (both in terms of planning and the structures required for the exhibition).
The resources to be utilized for setting up the exhibitions.
Whether a business plan for the prospective “Home of the Parade” has been prepared to define and provide quantitative and qualitative tools useful for estimating the economic measures involved in its operation.
How the management of the museum will be handled and the criteria upon which the different functions outlined in the original project will be assigned (facility openings, museum promotion, organization and promotion of ceramics courses, etc.).
Whether co-design pathways have been considered, not only with the Lea Pacini Association but also with Orvieto’s artisans, industry organizations, schools, etc.
Whether the municipal administration intends to abandon the idea of a city with one or more specific locations dedicated to hosting art exhibitions and shows.
What space will be used for city council meetings in case the “Unità d’Italia” hall is unavailable, as the Governor’s Hall is the only one authorized by the Prefect for such purposes.
In which space Cittaslow’s headquarters will be relocated.
